onlookers became angry when they learned they would not be allowed to take away food and other sundries that were piled outside the grocery as abandoned property.
And if someone get sick or worse, the food producers would get sued if it was allowed to happen!!

I've seen this exact situation before, and its because THEY FIGHT OVER IT that it has to be trashed.
If they gave it away, a lawyer would find a way to make them liable for fight injuries.
Once they put it all in a dumpster, they can walk away from liability.
