Only if he filled out the 4473 already. That is done at pickup usually.
IIRC, it was a used rifle someone sold them, and the store had to wait approx. 20 days before they could legally resell it. If Kelly said “hold on to it, “I’ll be back in a month to pick it up” that might be different.
