Making a habit of not wasting bullets and fuel pays off in combat.With budget cuts they are scarce due lack of funds. In combat they are scarce because thats the way it is in combat. It sure as hell not a Win win in training. When training they shoot a hell of a lot of ammo to get to proficiency.
When in battle they do conserve ammo and fuel as they do know the supply is limited on the field of battle due to logistics.
Therefore, your post is not logical.
