Based upon the following definition of Hispanic from Wikipedia would it be fair to say that Luis Santiago, the boys father, is Hispanic:
Hispanic (Spanish: hispano, hispánico; Portuguese: hispânico, hispano, Catalan: hispà, hispànic)[1][2] is an ethnonym that denotes a relationship to Spain or, in some definitions, to ancient Hispania, which comprised the Iberian Peninsula including the modern states of Andorra, Portugal, and Spain and the British Crown Dependency of Gibraltar.
Today, organizations in the United States use the term to refer to persons with a historical and cultural relationship either with Spain and Portugal or only with Spain, regardless of race.[3][4] However, in the eyes of the US Census Bureau, Hispanics or Latinos can be of any race, any ancestry, or any country of origin.[5][6]
The term is more broadly used to refer to the culture, peoples, or nations with a historical link to Spain, especially those countries which were once colonized by Spain, particularly the countries of Latin America which were colonized by Spain.
The Hispanic culture is a set of customs, traditions, beliefs and art forms (music, literature, dress, architecture, cuisine or others) which are generally shared by peoples in Hispanic regions, but which can vary considerably from one country or territory to another. The Spanish and Portuguese cultures are the main cultural element shared by Hispanic peoples.[3][4]
Ego is a stubborn force. Rather than concede to a more informed source, you resort to a ridiculous wiki article - but even that makes my point for me. There is no racial or even ethnic identity conveyed by the word Hispanic - it refers broadly to people of Iberian descent throughout the former Spanish empire, and also includes the full-blooded indiginous Indian tribes of South America, some of whom speak Spanish now, as well as full blooded Africans descended from the slaves brought to the former Spanish empire.
For the third time: therefore, calling someone Hispanic is utterly meaningless as a racial or ethnic designation, because it could mean any of the above, and/or any of the above in combination with Iberians.
From looking at the photo of the child, I draw the conclusion that the father has mixed blood, with at least one mulato grandparent.
