What the Hell does that even mean? Best Buy, Wal-Mart, Target, thrift stores and many other retailers carry computers. Schools and libraries have computers and anyone could use one of these, they could also order a computer online, by phone or by mail. Is he saying there's no Internet, phone or mail service in urban areas? Inner city residents seem to have thousands of dollars for sneakers, gold jewelry, liquor, illegal drugs, sports accessories, tattoos, cars and dental appliances. Computers have come down in price since the invention of the PC.

He's saying that "his people" prefer buying handguns to buying computers, although that may be erroneous, because you can't play computer games or watch porn if you don't have a beeber of some sort. Surely they have smartphones, at least.
