Who is we?

The French speaking province of Quebec?

Isn't that the place where there is a law declaring French the official language?

Isn't that where all titles, labels and signs must be in French and where English only signs, etc., are outlawed?

I've heard that comparing a French-Canadien to France goes over as well as comparing Alberta to Toronto or a Canadian to an American.
