You can not win elections by promising to take things from people.
That is the flaw in Ryan’s budget. He started talking about cuts to entitlements, and that made all those on the dole, from welfare to social security, very scared.
We, as a party, have to start playing smart.
Issuing a voucher for Medicare insurance is not a "cut to entitlements", it's a means of providing the same benefit at a long-term lower cost. Private insurance firms are more efficient providers than is the government bureaucracy -- and far better at controlling/minimizing fraud.
Speaking of which, I'm "on the dole" according to your definition -- a recipient of both Social Security and Medicare -- and I have no issue whatsoever with the Ryan budget. Indeed, I'm cheering for it as a step in the right direction.
