Are you suggesting these people wouldn't pay Federal income taxes? State income taxes? Local school taxes? If not, is that a good policy?

Tourists by definition aren't permanent residents. They don't belong here and can choose not to come and "tour". Permanent residents would now belong here. America would be their new permanent home.

Are you claiming the founders didn't care about or were wrong in their concerns about taxation without representation?

I’m saying that paying taxes to the USA does not qualify one to vote.

“No taxation without representation” is not in the Constitution. That is a slogan from the Revolutionary times regarding the colonists paying taxes as subjects of the British crown and not receiving representation in that government.

So, we’re talking about citizens not receiving representation, not foreigners.
