The Constitution doesn’t say that you are allowed to drive over the speed limit, doesn’t mean laws and statutes do not apply.

Speed limits are state and local law, not enumerated powers of the Federal government, but not prohibited to the States. The ACS is a power not enumerated to the Federal government, but has been usurped by them. See the Tenth Amendment.
