Connecticut implemented a retroactive tax when Malloy became governor. People were angry, so angry that they went and elected dems all over again in the last election. Anyhoo, the higher taxes didn't fix anything and the state is wallowing in debt as it spends more and redefines spending to get around the so called "cap".

Funny thing, revenues are down as companies and people move out of state. Wonder if there's any correlation.
