Except you forgot that Rand is going to depend on a "Certification of border security" from the congress as the lynchpin for the decision to grant Amnesty to the next 2 million Illegal Invaders.
Not quite the same as saying, until the fence is finished on the southern border, we won't be doing anything on the Amnesty front.
