Yep, as far as I know, the government was running, so money was budgeted by Congress for spending by the Executive.

Yep, as far as I know, the government was running, so money was budgeted by Congress for spending by the Executive. No, there has been no budget since 2009. There have been just a series of "stop gap" appropriations bills.
