Here’s my prediction. Within twelve months after it’s proven a success...another six ships are planned. Someone puts one off the coast of New York City by twenty miles. Another one gets anchored off the coast of Miami, with Cuban employees performing various medical procedures for a quarter of what it cost in the states.
The US won’t be able to control them or tax them.

Sure they will. All the U.S. has to do is declare unilaterally that the territorial waters of the United States of America extends 200 miles.
Or, the U.S. could simply torpedo the ships as a barrier to safe navigation.
Would Obama do this?

The only panels regulating there will be deciding which desert will be on the lunch menu.
