This reminds me of boot camp. One person screws up and everyone else must suffer along. Why? Well the theory was that the rest of the company would “take care” of the screw-up and get him to reform his ways. The end result of course is that your military units all learn to follow their instructions and orders to the letter.
Civilians on the other hand? Most are like cats; have you ever tried to herd cats?
End result Chaos and the blatant disregard for these laws and any others that are found to be non-nonsensical at best and Arbitrary and malicious at worse.
