In Central Jersey, similar structures were maligned as the crime ridden “projects” (1960’s & ‘70’s)where indigents and welfare dependents resided. Most if not all of these structures have since been demolished in places like New Brunswick, Perth Amboy, etc. It was a bad idea then & now.
Those look like some SuperMax facility.

Also, very convenient for housebreakers; a built-in ladder to get them up to the windows of any apartment they choose.
I recently noticed similar buildings in Hawaii. I wonder how common they are now in N. America. It seems to me that they would be more “practical” in hot, sunny climes than in colder climates.
