You're missing the point, but I have made it in numerous earlier posts. For "much income," read: "much of one's own income."

If one reduces one's income to the level at which one qualifies for welfare, one does not need to pay income tax. If the productive (not the "well off") people got together and did it in an organized way (reduced income to avoid income tax), with the purpose of restoring liberty, the government would surrender so fast there wouldn't be time to pay out welfare.

That would entail some inconvenience, though; even hardship for the sake of America.
