I don't know much about tanks but here's a good year to year comparison of force strength:
US Ship Force Levels
In 1987 we had 594 active ships in the Navy (high mark).
In 1992 we had 471 active ships in the Navy (Clinton takes office).
In 2000 we had 318 active ships in the Navy.

Then it will also come as a surprise that under Clinton there was a wholesale resignation of generals as well as removal of ICBM targeting cards to ‘safe’ locations ... Then there was the Kosovo fiasco and Gen. Clarke, aka the Butcher of Belgrade.
Congressional Republicans are just more of the political elite class and only power and reelection matter in the end. Gingrich was not your friend.
