Word is that he was redistributing “rich” people’s assets (his bosses’) even back then. Of course back then, it was called theft, but as far as we know, he never got caught, which, BTW, seems to be a skill he has acquired.
I had not heard that but have long assumed that it was likely. His character screams that he's the kind of guy who handed out "freebies" to his Choom Gang buddies.
