Yeah, they do use hollow points for practice. In fact it is a violation of Customs and Border Protection’s firearms policy to use anything other than the hollow points issued by CBP in service issued handguns.
They probably do. In order to take advantage of step ladder pricing and to simplify the contract process, they probably only ordered one type of any given caliber of ammunition.
It also helps with storage since there is standardization in the ammuntion type.
HPs are generally more accurate than conicals, for various reasons. Drag does not reduce accuracy, as long as its symmetrical.
You and I would not use HP for target practice, because it is generally more expensive. But that is not ever a factor with Federal agencies.

I practice with what I intend to use. Two reasons; 1) to ensure it works properly in my firearm (when the bad guys come knocking is too late), and 2) to learn how different the self-defense stuff is from the plinkin' stuff.
