Indeed they are not the same men. Bush was an honorable man. But he created entities and programs in Washington that will far outlive him. Nixon created the EPA because there was political need for it and it appeared to him as a way to get ahead of the environmental issue. 40 years later, is the EPA what he, or other Republicans intended it to be?
I am worried about how Obama, or any leftist, might use DHS in the future but the sad thing is, he didn't need to create it. It was already there, ready for him to use.
