"AN ACT relating to firearms and declaring an emergency."
I'm not from Kentucky, but the use of the word, "emergency," is highly interesting. It alludes to the interests of the special constituents behind the flood of anti-Second-Amendment bills throughout our country. They are few but have had increasing control over politicians for decades (see GOP turning to the left, mercantilism against the USA, credit card processors withholding funds from firearms dealers and customers, etc.).

"AN ACT relating to firearms and declaring an emergency."Aye, there's the rub. Declare an emergency and allow police to seize firearms a la Katrina and now Guntersville, Alabama (if the mayor gets his way).
Now, if the so-called "Universal" background check is in effect, during the "crisis" - all the government has to do is shut down the background check computers for "public safety" (cough) and ergo! All gun transactions frozen - except within the criminal element.
