You are correct. CREEP had no ‘legal’ reason to break into the Watergate hotel but I am happy that they did. The U.S. government had no ‘legal’ reason to intern 100s of thousands of Japanese-American citizens during World War II but they did.
Hindsight is always 20 - 20. You say now that McGovern was going to lose anyway. Did anyone know that with absolute certainty before the election? The answer to that is a resounding, “NO!”
