The author, correctly, put the phrase, "national conversation", in quotation marks. That generally means he doesn't agree with it or holds it in low regard. Isn't there anything else in this conservative article, from a very conservative newspaper that you would like to try to pick apart?

I don’t remember having these “national conversations” before Obama was elected in 08. I don’t recall the term during the Bush admin.
