If you are scanning a document, there is no use for OCR unless you want to edit it.

Anyone who was forging a document and did stuff like not flatten the image, not pay attention to differing source material resolutions, shadings or patterns is either an amateur, in a big hurry, or simply knew it didn't really matter whether the job was any good or not.

Makes sense doesn't it? You're not going to shop around for talented, knowledgeable graphic artists to do something like this. It's kept within a tight group of people, one of whom knows how to use Photoshop (kinda).

The amateur makes it, the amateurs look at the final product and marvel at its perceived authenticity and run with it, fully knowing the press will never question it anyway.

Well, sort of...a clipping mask is a mask that can hide part of something, and show what you want to show. So like what you said but the clipping mask defines the visible portion.
Some clipping masks might just be the printable edge or boundaries of a document. Other clipping masks might “cut” something out of the background to allow you to overlay it on something else.
Sometimes a PDF will actually create a clipping mask out of something, depending on your origin art. Then when you open it(the editable pdf) in another program like Illustrator, you can release the clipping mask and it’s way different than what you started with.

But to get back to the beginning- what should have happened with Dear Leader’s BC is they scan (image scan) the original document. period, end of story. You can then put the image in a pdf for distribution purposes, but it would still be a flat image no matter what.
The people at these agencies aren’t going to get all fancy with the scanning. There are 2 types of bureaucratic scanning. There’s scanning for information (digitizing documents) when it would be OCR scanning, and then there is scanning for document archiving (image scans of original documents). In the latter case you aren’t going to OCR when you are digitally archiving originals that may have peculiarities or be historical. That would be like going to ancestry.com and someone OCR the Ellis Island documents. Extreme example but you see what I mean.

Yep.
Although younger folks who have education but no experience sometimes amaze me with their lack of knowledge or ability to “figure it out”. Being able to analyze and figure it out takes more brains and/or experience. I don’t have much education but I have a lot of experience and self taught knowledge, and the ability to “find a better way” from necessity.

I admit there are many ways that the LFBC could have been forged, but, frankly, your suggestion isn't one of them.

Think about it for a minute. What is more likely? ....that some underling used several legitimate BC's as a template, or that Obama himself actually sat down and forged it and then penciled in a few clerical marks for good measure? People at high levels don't do anything themselves. They say the word and it happens.
