That is shadow flicker pollution and should be permanently outlawed. Will drive people (and animals) nuts. And can cause seizures to those susceptible to exposure to certain visual stimuli.
In the video the little dog is running around. I know 2 people, a brother and sister, that would have seizures if exposed to that.
