Ammonia in a good spray bottle will blind. That being said, its range is far less than a typical handgun.

OTOH, if pulled over in some criminal friendly territory like New England, just practice telling the officer that you are a neat freak and it is there to clean the glass in your car.

Although, personally, if I couldn't pack a handgun, this would be my choice. Not cheap, but does reach up to 30 feet. Put some mountaineering stickers on the back of your car and tell the officer it was the only thing you had handy to defend yourself when assaulted. The distributor will not ship to certain blue states, but no law against possession because it isn't specifically designed to defend against human savages.
