My thoughts exactly. I would buy "Nuclear CAPABLE", which in military terms means "treat as if so armed."

Wondering how close they got? If they're capable of carrying cruise missiles, You'd think that they would be intercepted at that range and kept from getting within that range. 200 miles or so.

But that shows signs of inflexibility...
