It’s not 95% black....before redistricting it was 39% white, 37% black, 17% “some other race,” 43% hispanic or latino.

Before redistricting, the 18th regularly returned her and her predecessor Craig Washington to office with 70-75% majorities in the general.
Last year the Texas legislature redistricted my neighborhood into Ted Poe's 2nd CD, for which I am profoundly grateful. They also made Sheila's district more competitive, which is not good, because when that happens it means that clowns like her (and Maxine, and Carrie Meeks, etc.) are trapping more and more honest citizens into non- or anti-representation by Sheila, reducing their incentive to vote.
Richard Nixon was the author of the gerrymandered supermajority "minority-majority" districts, which was his counter to bloc-voting. Bloc-voting (regardless of whose bloc it is) tends to take representation away from the majority and "enslave" legislators to the minority bloc.
By compiling bloc voters into supermajority districts, Nixon liberated many other districts' voters from the baneful effects of bloc-voting.
Oh, and "latino/Latino" isn't a word in English. It is nowhere in my 1967 Webster's. It's a b.s. bogus coinage by leftard opinion-manipulators looking for a bogus identity-political neonym to replace "Hispanic" and "Chicano".
