Not sure what you’re getting at. I’m a retired USAF air traffic controller. MARSA means “Military Assumes Responsibility for Separation of Aircraft” and refers to when 2 or more aircraft are separated by less than standard air traffic separation. This is commonly done in formation flights and in-flight refueling. I don’t see where it has anything to do with weapons released by drones.
It’s the MAR part of MARSA that we need to be worried about. It’s the “rules are for civilians” part; analogous to “taxes are for the little people” (Leona Helmsley).
Soon it’ll mean Military Assumes Responsibility for the Shooting of Agitators.
