It could also mirror the fact that there is a huge victim mentality and insistence on being entitled to what is (more-a-less reparations through wealth redistribution at this point) as well.
Perpetually offended people with a chip on their shoulder believe they are entitled to the fruits of other peoples’ labor because they have been told so by the people that brought us this massive boondoggle called welfare.

True, some of the "generational welfare" clan comes to mind. Clinton had the right idea to kick them off welfare once kids are school age. The rubber stamping is the administration of the program. What percentage of welfare case workers are themselves minorities? You can only be on welfare or assistance if someone places you on it. The system has built in weaknesses and flaws that needs to be addressed. I can't think of any fixes that would not generate a bunch of riots. Politicians know this that is why welfare has never been sucessfully reformed in any meaniful way.
