The Beltway snipers probably could have remained at large if they hadn’t tried a stupid extortion scheme with a stolen credit card. Had they destroyed the Bushmaster there wouldn’t have been any direct evidence to connect them to the murders.
The fact that they were looking for two white men in a blue van also helped them stay free to murder more people.
The media was doing everything in their power to make a hero out of Chief Moose and he had nothing to do with any part of the investigation which found them, and even then it was a civilian truck driver who caught them.
I think they were even making a movie of Chief Moose as the hero. After it turned out he wasn’t they may have cancelled it. Of course they could have still made a movie with Mosses as the hero and most people would never have guessed he wasn’t.

I thought at the time that if those two bunglers could bring DC to a standstill and elude every cop in 3 jurisdictions - including the FBI - what havoc could be wrought on a ‘scared’ bunch of sheeples if one were to set up 10 teams nationwide, in coordination.
HOWEVER, the stupidity of the two made it possible to stay on the loose....
They even went to the Police at the 7 Corners shooting and were talking to them, asking what all the excitement was.
Of course looking for a ‘white van’ was priceless since most all the trucks at the time were white and these ‘fools’ didn’t know if they were looking for a pickup with a cap, a cargo van OR a 26’....
Moose was the perfect ‘fall guy’ for the FBI, they ‘let’ him be the spokesperson and actually had nothing to lose. IF the operation failed, they could blame it on the ‘Black Guy’ that got forced on us and if it came out well, he ‘never would have been successful without our expertise’.....
