I was always told that bolts were removed for ceremonies so they wouldn't catch on uniforms. Always sounded like a weak argument because if movements are done correctly according to the the manual of arms, the bolt wont ever be be a problem.

Bolts were normally in place except in very rare cases. An inaugural parade was one of those very few.

Some rifle tosses couldn’t be performed because the missing bolt shifted the weight enough to make the toss dangerous. These were not part of the “normal” Manual of Arms. :=)
