He could be going after the ski lifts. Either using a .50 cal (which he claimed to have) to go after the structure(s) or supports; or any rifle to pick off people hanging on the wires.
Let's assume that he is fairly smart.
An attempt to steal a boat in San Diego and a deliberate truck fire in Big Bear - 150 miles apart - do two things: (1) it makes the police wonder whether he really wants to kill more or to get away more and (2) it really broadens the search area to an unmanageable size.
In the meantime, he can sneak back into LA. In the LA area, there are roughly two million people who feel the same way about the LAPD as he now does. These people also have a "stop snitching" code that can aid him. He also blends in well.
Every cop on patrol in those areas is now a potential target.
