I flipped through the channels yesterday, and some idiot on MSNBC had the nerve to say that zero has submitted a budget every year, even though it’s sometimes late, and it’s those Republicans that have blocked his budgets... such a big, fat, d#mn liar... He didn’t mention that the freaking SENATE hasn’t even brought zero’s or anyone else’s budget to a vote for 4 freaking years.

Unless I'm mistaken, Senate Republicans have forced some kind of vote on O's budgets in recent years and, every time, they get NO yeas (97-0 on last year's if memory serves).
You're incorrect. Last spring the senate voted down the president's budget 99-0, and the house rejected it 414-0. In 2011 the senate voted 97-0 against obama's proposed budget.
