You're right. This is a link to an article about a school in PA, where my in-laws used to live. There is now a Federal regulation that requires bi-lingual communication with non-English speaking parents. They are suing because the district wants to close the failing grade school and move the children to a nearby school, to which they would have to be bussed. But, the kicker is that during the aftermath of the Sandy storm, when the local school lost power, there was no way to inform the non-English speaking parents that their kids were to be bussed to another school. I don't know what difference a translator would have made, if the school was closed. I guess they could have put out bi-lingual announcements on the radio.
If this was on the west coast, this would never have happened. California fired all their ESL teachers because they found that students learned faster and better when they were forced to learn in English.

So, we are now, not only required to education the children of the illegals, we are also required to translate all school communications into the various languages.
