um... if the vast majority of children attending a school have very low IQ’s, no amount of federal intervention will help them achieve parity on a standardized test compared to other children with much higher IQ’s

It's like going to a school for kids with Muscular Dystrophy and expecting top notch highly paid coaches to bring the kids up to the athletic level achieved by perfectly healthy kids.

A high IQ makes it easier to achieve but it will not make you achieve. There is no reason that black students must be that far behind. Through discipline and hard work comes success; what we have is a system that does not promote either.

The crime here is that the teacher unions maintain that environment to solicit money and gain power. It is never the fault of the teachers or students or work ethic, it is racism and economic disparity that causes failure.
