Just limit buses to 7 passengers (in NY) and 10 passengers elsewhere.
And of course, background checks to purchase diesel fuel.
Assault Busses such as this should be limited to Ten Seats, including the Driver.
In New York, the legal limit should be limited to no more than Seven Seats. If the Bus is equipped with Ten Seats, Three of those Seats must remain unoccupied at all times. Police will be required to stop these Busses randomly to be sure the Seating Requirement is followed.
That is the only way lives will be saved.
