It isn’t a photoshop. This looks to me like campaign footage they never used. They probably have video also. Manchin from WV used a similar photo op during his 2010 Senate campaign.

The whole "photoshopped" thing makes people a little kooky.

Things can look posed and "phony" or "fake" and still not be photoshopped.
