So, who came up with the phrase “low info voter”?

What does it matter?
It is a universal description of the citizen who lacks the knowledge and experience and/or the mental capacity to exercise reason and logic in dealing with his role in the civic duty to participate in a democratic republic, in a culture with rules and traditions.

Without regard to sex, religion, color, or national origin. Accepting as a given, that all normal individuals have the same ability to perform their role as citizens.

It is rational however, to debate what constitutes "normal."
