In Ohio, we *regular* citizens have to appear in person to renew our licenses, about every 4 years. The photo is retaken. We still have eye exams at renewal time, too. I wouldn't want it any other way.
But for illegals, the license renewal would occur every six months to a year, depending on the expiration of their prepaid insurance policy.
