I guess some one who’d spent their life in government would think that charging the cost of a service is the same as charging the market price...
even if they weren’t an idiot.
Just from never having to think about it.

The law requires that market-dominant mail (like junk mail)not subsidize competitive mail.
No business can succeed like that. New products require subsidy. Of course they’re expected to be profitable in time.
