I would postulate that the idea came from the banks, themselves, and that they are the ones telling their lackeys in government to push disarmament of the public - hard - before the banks' insolvency becomes impossible to hide.

The tactic is becoming clear - deny gun related businesses access to financial services and support. This includes credit card processing (Intuit); loans and lines of credit (BoA, TD Bank); insurance (GEICO), and investments (cities of Chicago and Philadelphia, CA to follow soon). I have no doubt this is coming directly from federal regulators.

I also believe the feds are trying to prompt some sort of violent reaction; it's the Reichstag fire they need.
