They specifically told customers that they had Halal food, then (allegedly) served them non-Halal food instead. Leaving the Islam issue aside, they (again, allegedly) lied to their customers, and their lie induced people who wouldn’t otherwise have eaten there to do so. Assuming the facts are as alleged, that’s fraud. Fraud undermines markets, and “don’t like the food, go elsewhere” is not an answer to fraudulent behavior.
