Actually, your reading would have meant the states didn't really need to enumerate their own popular rights ~ but they did anyway ~ which means they don't agree with your position WAY BACK THEN!

The states began as independent nations with full sovereignty. In US history authority starts at the bottom ~ where the People are ~ and flows up ~ where it is constrained by constitutions.
