The Constitution balances the rights of three distinct bodies: The federal government, the several states, and the people. The 10th amendment says that rights not granted to the federal government fall to the states or to the people. Since the 2nd amendment specifically says this right is for the people, the states cannot infringe on it.

If it is a right, then no, naturally nothing could infringe upon it. But that’s so because it’s an eternal verity, not because of the legal mechanics of the 2nd amendment.
