"If you have a history of anxiety attacks...the physician can now recommend to homeland security..." -- Is it "can" or MUST?

"Can" swiftly translates into "must". Guaranteed, the next time there is a shooting, they will check if the shooter was under care for anxiety, depression, or other mental issue. If the doctor failed to report, then the doctor will be the target of lawsuits.

At that point, doctors' insurance companies will REQUIRE that they report, as a condition of liability insurance.

I forgot to mention that the physician also stated that there were “automatic qualifiers” for people who are already on certain anti-psychotic and anti-depression drugs. If someone is in a house and has schizophrenia..it’s probably not the best idea to own guns as it is in the house but that if a person is under your roof and is under care for these mental illnesses and is under meds for it? No guns for you or anyone at that address.
