What all that money from the Mass Pike can't fix all roads or you just looking for a funding source for Romneycare. Either way it sucks in plain English. That 2.4% tax on miles driven, lets see that will be done when you do your annual inspection, do they do a from-to and send you the bill post odometer readings?
I expect more MA residents will license out of State, but I am sure DMV inspectors will be sitting in the turn-abouts checking up on this... Oh believe me they do...

I remember when Governor Celeste of Ohio was irritated because there was a flood of companies leaving OH for the South. So he and his expert advisers put together and passed an “exit tax” where any company closing its doors had to pay the state the equivalent of 6 months worth of payroll. The idiot legislature bought and passed the tax. A few months later, Celeste was scratching his head trying to figure out why new business formations in Ohio were zero. My guess is that the governor of MA is going to learn a similar lesson.
