the kind of structure they have in mind? I hope there is plenty of food and water storage in case of a siege. The double walls would be useful against a mob on the ground, but I see a problem if the attacker has missiles or helicopters.

Between 14,000 and 28,000 people on 2 to 3 thousand acres sounds like a city to me.
I live in a township that’s more than 23 square miles and there are less than 3000 people here.
