Rush, the flaw in Pelosi's comment is that she is saying that the unemployment payments are turned around and spent at local stores, providing jobs for the stores where the money is spent. BUT, the unemployment insurance is really only replacing the disposable income that was already being spent at the same stores, so the jobs were already there.
No new jobs were created.

Plus, since the UC is only a fraction (50-70%) of the former job's salary/wages, only a proportional fraction is actually spent at local stores. So since it really doesn't replace the normal wages'/salaries' disposable income, the local economy goes into an economic decline/recession.
No new jobs are created.
The local economy declines.
