1. Declares martial law.

2. Disbands the senate and congress.

3. Appoints himself emperor for life.

This Obama guy will simply write the following Executive Order:

By the authority vested in me as President by the Constitution and the laws of the United States of America, and to improve the legislative process, while continuing to protect our national security, it is hereby ordered as follows:
Section 1. Policy. No executive order may be overturned by Congress, including this one.
Section 2. Justification. I won.
Section 3. Addendum. Neener neener boo boo. You suck. I am so cool. I am like Kim Il Sung. I am the best. You are nothing to my greatness. Worship me, bitches.

Well, maybe. It takes both houses, and a super majority in each to override the inevitable veto.

The Senate wouldn't even get 50% on passage, if Harry let them vote on the thing in the first place.
